Remove pending check for epoch open blocks (#5094) * Remove pending check for epoch open blocks * Remove gap epoch open pending status Drop the unused gap_epoch_open_pending block and process statuses, along with related RPC mapping, stats detail handling, bootstrap inspection, and slow test observation.
