Test the bootstrap RPCs on a peerless node with fixed account sets (#5257) bootstrap_priorities and bootstrap_status synced a second node from a 61-block ledger and expected priorities to remain once a quarter of it had arrived. Their rate_limit setting is ignored since rate limits became per-strategy, and it was set on the serving node anyway. The window stayed open only because the bootstrap server charged a full batch of limiter budget per loop; now that it charges the requests it serves, the syncing node drains its priorities within about 65 ms of the quarter mark, before the macOS runners answer the RPC. The tests now run one node without peers, so no response can drain either set. Genesis is prioritized at startup, two random accounts are prioritized next to it and two more are blocked by open blocks arriving as bootstrap traffic without their source. The priorities test compares the listed entries with those exactly, the status test checks counts that differ so swapped fields fail, and the reset test checks that both sets end up empty.
