Test Details Overview

Keep messages the server rejects or drops out of the duplicate filter (#5258)

Until the handshake completes the server now rejects any header other
than node_id_handshake before reading the payload. Such a message used
to be deserialized first, which entered a publish or vote into the
duplicate filter, and only then ended the connection, so the same
message from an established peer counted as a duplicate until the
entry expired.

When the message processor has no room for a publish or vote, the
server now clears its digest from the filter, as the dispatcher already
does when the block or vote processor refuses one, so a copy from
another peer still gets through.
