Serialize a flood's message once for all its channels Every flood serialized its message again for each channel it reached, so a vote broadcast paid the serialization and its allocations once per channel. Channels now accept a message serialized ahead of time through `send_buffer`, counted under the type it was built from, and `network::send_to` serializes once and hands the same buffer to every channel of a flood, the principal representative floods included. The TCP, fake and in-process channels work from the buffer directly. The loopback and test channels deliver message objects, so they parse a buffer back into one when they are handed it, which only a flood in a test does.
