Test Details Overview

Document the network's functions

The listing functions had no comments, so nothing set them apart from the samplers next to them or said that a count of 0 keeps every channel in `list` but none in `list_non_pr`. Each one now says what it returns.

The floods had none either, apart from two block floods, nor had the keepalive senders and fillers, the reachout and peer merge functions, the finders and the handshake functions, and the few comments there were spoke in three styles. Every function that is not self-evident now has a one-line comment in the voice of `send_to`, saying what it sends, returns or checks. The reachout declarations stand in call order, the primitive first and the trigger last, and `reachout` sits on one line like the rest.
