Remove the bootstrap node flags nothing reads (#5237)

`disable_lazy_bootstrap`, `disable_legacy_bootstrap`,
`disable_wallet_bootstrap`, `disable_bootstrap_bulk_pull_server` and
`disable_bootstrap_bulk_push_client` lost their last readers when legacy
bootstrap was removed and have been inert for two releases. The members
and every test that set them go. The command line options stay so that
existing launch commands still parse: `--help` lists them as deprecated
and they have no effect.
