Remove command line options that nothing reads (#5210)

Five options were still declared but no longer read by anything: `--debug_verify_profile_batch`,
`--debug_unconfirmed_frontiers`, `--disable_unchecked_cleanup`, `--disable_unchecked_drop` and
`--inactive_votes_cache_size`. They appeared in `--help` and parsed without complaint, so a node
started with one of them silently ignored it.

Passing one of them now fails with an unrecognised option error, the same as any other unknown
option.
