Rename --database_upgrade to --upgrade_database (#5231)

The other commands that rewrite the ledger name the action first:
--migrate_database_lmdb_to_rocksdb, --populate_topo_index,
--drop_topo_index and the extended ledger index commands. The upgrade
command now reads the same way. It has only shipped in V29 development
builds, so the old name goes without an alias.
