Test Details Overview

Let tests saturate any channel for a traffic type

Move saturate () and unsaturate () from test_channel to the base
channel, as test-only members for dev network runs. max () is no
longer virtual: it reports a saturated traffic type as full before
asking the channel's own max_impl (), so no channel type can miss
it. A test can now congest a real node's network for one traffic
type, and nano::test::saturate_network () sets it on every channel a
node has. Before this only standalone test channels could be
saturated, and network::check_capacity () never sees those, so no
test ran the congested branches of the broadcasting components.

The base channel's inline bodies move to channel.cpp, and its header
is grouped and commented.
