Count only inbound connections when waiting for accept slots (#5260) The accept loop paused while the total connection count was at `max_inbound_connections`, so outbound peers alone could stop the listener from accepting with every inbound slot free. `check_limits` already counts inbound only; the wait and its debug assert now do too.
