Keep background reachout out of the blocklist disconnect test (#5242)

The reachout loops on the dropped node redial its peer every merge
period. One that lands between the test's cleanup and its own
merge_peer takes the attempt first, so the test's merge fails. Start
both nodes with reachout disabled, so the reconnect the test checks is
its own.
