Add a counted benchmark with 255 hashes The counted scenario voted with 1 and 16 hashes, within the inline room the router and the ballot had, so a vote of the maximum size that matches every hash, the shape of a vote under load, was never measured. The iteration counts now come from a helper that delivers every vote exactly once, since 255 does not divide the election count.
