Screen out untiered votes before the vote cache The vote cache admitted a vote from any account, while elections count only principal representatives. That let anyone fill the cache with throwaway keys: five of them voting on the same hashes trigger the full voter reservation, and a vote names up to 255 hashes, so a few hundred votes would reserve the cache's whole budget. The router now hands the cache only a vote whose representative has a tier, read from the vote context, as the rebroadcaster already requires. Elections never counted those votes, so nothing is lost. Tests whose votes reach the cache through the router wait for the representative's tier, which the node refreshes every half second on the dev network.
