Reduce `utility.hpp` includes with explicit dependencies

Move `container_info.hpp` and `locks.hpp` out of `utility.hpp`
and add explicit includes where needed. Move `link` constructor
and `thread_pool::container_info` out of headers into .cpp files
to reduce transitive includes from `numbers.hpp` and
`thread_pool.hpp`. Replace `utility.hpp` with narrower includes
in `enum_util.hpp` and `errors.hpp`.
