Add threshold option to representatives RPC and representative_count command (#5124) * Add threshold option to representatives RPC and representative_count command * Add threshold option to representative_count RPC * Reduce copies in representative_count RPC Avoid copying the rep weights map when the threshold is zero or omitted, since the unfiltered count is just the map size.
