Derive vote cooldown levels from the shared rep tier boundaries The cooldown thresholds restated the rep tier percentages independently, so tuning one silently diverged from the other. A calculate_rep_tier free function now holds the single definition, used by both the tier calculation and the vote cooldown mapping.
