Keep packages as workflow artifacts The packages only ever left the runner through the bucket upload, so a run without the bucket secrets, which is every run on a fork, lost what it built. The package jobs now attach them to the run as well, which keeps every build inspectable and lets a fork verify the attestation of what it built.
