Make the rep crawler's header comments match its code

Both query overloads shared one comment, `is_pr` spoke of a principle representative, the representative lists named a parameter that no longer exists, `prepare_crawl_targets` claimed to return endpoints and to take the total weight, and `process` had the only multi-line comment among one-liners. Each comment now says what its function does, in the one-line style the rest of the header uses.
